Captain Bell of Court may have told officers not to hold the hallway. He was giving an order to the tactical team which was finally assembled to move in. At no time did he hear that this was an active shooter. There are those 911 calls from a kid, a child inside that classroom that is clearly heard on police radio. It's certainly raising a lot of concerns. The lack of just communication and disorganization is incredible.
