How to Stop Receiving Nuisance Phone Calls

There's a service through our phone, it presents itself as an iOS app. It does nuisance call and known spam call blocking at the network level. My wife is a grown person who has to use her phone for things but she gets unknown callers all the time. She deleted the app that lets you control that.
