Is the Chinese Internet Censorship About to Leave?

In chinese, the word run is sort of euphemism for getting out of china. That's becoming a the term used on line. The problem is that in the west we've made it more difficult for chinese people to leave under an exaggerated fear of espionage. We won't kick you out unless you commit a crime, or we suspect you of committing espionage. I don't understand they are afraid of and why they want to do that. During the cold war, we let people from the eastern block come over here. But we didn't use it as an excuse to lock us smart, intelligent, innovative soviets in the soviet union.
