The Republican Instinct
This is classic Keynesian economics. There's no economic rationale for increasing discretionary spending faster than GDP growth right now. I think the Republican instinct or just the fiscally conservative instinct, if we don't want to say Republicans specifically, says, well, it's time to work on the deficit. We should at least start to address that.
