This month, a huge hydro electric power plant is scheduled to come on line. It'll feed energy into the national grid of the gambia and three neighboring countries. Money doesn't just help these projects get built in the first place; it buys expertes that allow them to succeed. But even if the gambia suddenly had all the money in the world, it's not like everything would just fall into place because government policies needed.
