The world is full of these high budget NGOs whose entire job is to basically go tell people in other countries how unfree they are. I think if you're going to judge a country's political system, shouldn't you have an understanding of its core political tenants? Shouldn't you understand Marxism, Leninism and judges political system on that? China holds a national Congress every five years to determine the party's priorities based on changing material conditions.
