Boris Johnson and Rishi Sunak's History
Boris Johnson is the first sitting Prime Minister to be found guilty of law-breaking. He and his allies have said ever since that moment, they were issued with a fixed penalty notice. They didn't really understand why they weren't regarded as exempt because he claims he walked into a room where it was already happening. The rules changed repeatedly, which made it a more complicated picture for anybody.
