The Importance of Market Participation in State Legislation

I'm a state treasurer. I've put out what we would like to see in that contract and what our preferences are in the marketplace. We're just expressing that. And if you can't meet that, then sorry, you're not going to get a contract with us. What I like most about what you've done here, you don't find a lot of state treasures around the country that are so intimately involved with legislating. No, it's not like it is at all.
