On a purely practical level, the federalists just didn't have of a constituency. The jacobins had real popular appeal among the urban under class and poor artisans. So did the royalists among the catholic peasantry. There simply weren't very many people in france willing to put their lives on the line for the cause of moderate bourgeois federalism.
