I didn't know that office existed until I read about your book. If it takes three months to get the IRB process up and rolling, you've had three months in which you were funded, but could not do anything because you haven't got IRB approval yet. This is the kind of thing that makes scientists mad. My favorite is a nephrologist, a kidney specialist in Chicago. He wrote a wonderful, scathing essay about how hard he has to work to get IRB approval for his research.
