There were great efforts to clamp down on this activity by american forces, but in times of deepening hardship, it's very likely to not just return, and flourish. Funding is reaching the country from abroad. The problem is that it's nowhere near enough. It's convenient for the taliban to shift blame and say, it's not our fault that our country is starved of resources - we won the war.
