The Importance of Legislation

Can we legislate now or have we broken the possibility of legislation? I think there will be some space for legislation. There's an interesting parallel because if it's not legislation, it could be some kind of other pressure. A little trade union in a small country in the north of Europe once decided let's check the radiation from screens,. They just decided to check that and this caught on. At least it's an inspiring thought that things can change on a global scale.
