Is the Ships in Science Act a Good Example of Pure Industrial Policy?
The Ships in Science Act and the Infrastructure Act are more explicitly industrial policy bills than the Inflation Reduction Act. The goal of the Chips Act is to strengthen our money that goes towards basic science research. Most semiconductor production, which used to be American in the 1970s, 1960s, 1970s, is now built in Asia.
