The History of Arkansas Systems
With Arkansas systems, I just wanted to mention that they were like financed by this thing that had been set up in Arkansas. It was called the ADFA or the Arkansas Development Finance Authority. The way that it would work is it would sell tax exempt bonds, which were underwritten by private companies. This would like generate a capital pool, which would then be converted into low interest loans for businesses.
