43,000 people sent to prison last year, only 40% of whom were committed to violence offence. But the other 60% is at least arguable and that's not doing them any good. John Major says in some cases care and medical attention should be given according to court rather than for prison. He said low level drug offenders who are highly likely to be of limited intelligence as well as being addicts themselves could benefit from a community sentence.
