In anatomy 101, your brain is about three pounds in weight and it's very soft. It's like the consistency of that soft silken tofu that you can buy that sort of rips apart. So to maintain structural integrity within your skull, it needs to have quite a lot of support structures to keep it together. The outermost lining of those cling film meninges has a lot of pain receptors. If your brain slightly shrinks when you dehydrate it, it can tug on those linings around it. That can cause a headache as well because there's certainly pain receptors in all of those muscles.
