The Bill Doesn't Require Inventory Loading

In the bill, there is a provision about not requiring inventory loading. But to me, if you have a buyback policy, then you're automatically not require inventory loading. There's nothing in the bill that says this is how we're going to get around inventory loading. The ultimate user is someone who is described as an individual who consumes or uses the product and service. And traditionally the FTC has shut companies down when they find that most of the people buying the product are people who have signed up to sell the product.
