How Do We Coordinate Our Co Operations?

The idea is, as yet, you get all those things lined up to make un system work. So how do you start doing this at work? Cause you, i mean, it seems kind of pie in the sky for me to go to the cto and say, so, we need a co operation, right? Oh, you just go talk to people, start drawing pictures on wite boards. Bein like, hay, you know what d what's holding you up? What's holding up your work?
