The Blackmailing of Oscar Wilde
The Criminal Law Act, or Law Amendment Act, which was passed in 1885. This was the specific act that sent Oscar Wilde to prison. There were certain known areas of London that were known to have people live there. Black mailing is throughout both of these books, so many references. I think it's because sometimes they couldn't necessarily prove that somebody engaged in a sexual act.
