Edipus thinks it must have come from prodding from Creon. He absolutely believes that they are in cahoots together. But by the end of the play when he has become the new leader of Thebes, I think we get a glimpse of the Creon who is going to emerge as tyrant - and there's at least the final line about Edipus no longer ruler of this city. In most productions, commentators on the play will say, this is a signal that Creon,. who is either proto tyrant elsewhere, or indeed an actual tyrant, is emerging in the final moments of the play.
