The CO2 Issue Is More Global in Nature
Fossil fuels only are one contribution to total growth. So we might like tax fossil fuels in particular, compared to other inputs if they happen to be corresponding to a particular bad extra now. And I think it's even hard to show that the harms of CO2 outweigh the benefits,. But then there's also, but people tend to drastically underestimate positive externalities associated with energy.
