How to Deal With Change Management in Data Contracts

I think one of the common critiques I hear is that if you put data contracts in place it now becomes very important to use changes to source data. Would you rather pay for stability there or agility of data changing? And same software would you rather your software change regularly and VIP or change weekly or would you rather have stability. What do they want that wants to be building businesses above it's like API wants to be there. Essentially be true internally if you're building products on top of the data or applications of the data.
