Philip Hillkington: China's transition from an investment led to a consumption led economy is tremendously difficult. He says the reason for this is because of the reforms that we referred to earlier, the transition from communism to capitalism. The welfare state was built into the Chinese communist system, he says. And when those state-owned enterprise and communal models were dissolved, there was nothing really to replace it - Philip Hillkington.
