Is the Rule of Recognition a Law?

In any sufficiently complex society that has laws, there is something that's not a law. In other words, there has to be some way for the people in that society to recognize that something is a law and what the laws are. So he's just saying, for something to be a legal system in any modern sense of the word, it also has to have this rule of recognition because it performs this function.
