Sparrow: A New Version of Tails

I've been trying to improve RBF. There was a bug which led to over-selection of UTXOs in the last release that's now been fixed. The proposed fee for an RBF transaction is now set to the minimum required for relay. I improved sort of keeping memory use low on some of the larger data sets that Sparrow keeps, particularly to kind of get a histogram going. And what else is there? Not too much that is worth talking about, I think. But it's a good release, and I think this one should be out for a while. So it's worth getting it.
