He says there are single judge divisions in a decent minority, probably around 35% of the federal district court in the country have at least somewhere where if you file, maybe you get it assigned to a single judge. And so I think there's a reason why we've seen the state of Texas steer lawsuit after lawsuit against the Biden administration to single judge divisions," he said.
