Is There Room for This to Happen This Year?
It's hard tell what's holding this thing up. It seemed like it was a by partisan effort in the outset, but then the two versions took different courses. I think the thing that is most likely against is just how busy the schedule is with absolute emergencies right nowye. But i do think there is room for this to happen this year.
