I'm not sure you can do that in a disentralized way. How do i take out a loan in a decentralized, permissionless way without any collateral to start a business? That's going to be the domain of the traditional financial systm. I think if you create incentives to nudge people in the right direction, you could see a version of this world where you can do under clatization and cloud oised loans. But obviously not as straightforward as a trficial system because the only reason credit gets enforce is violence.
