The multitude is persuaded by what they find probable, regardless of what's actual. I thought the argument was that that was what rhetoricians used as their technique. In order to figure out what's probable and what people think is probable, you have to know the truth or something like that. A lot of the problem is very similar to the idea that if you know what the good is,you have to know what it is.
