The Second Amendment was not a protection against state regulations. The Bill of Rights, which served as prohibitions on federal power, were actually also prohibitions on state power. It's acknowledging universally your right as an individual to keep in bare arms for two purposes. One is your own inherent right to defend yourself. The other is the ability to defend a free state.
