Flavio's Call to the CIA

In the second season of Alta boys Flavio is accused of being an informant for the CIA. He claims that he was acting on behalf of organized Romanian criminals in Las Vegas who were stealing credit cards. The FBI has files about his cooperation with them but also blames him for not doing more to stop it. Is there a credible explanation? It's entirely you know a personal decision and I asked this very question to Mark Pinto  the FBI agent who was his handler.
