The Justice Department's Decision Not to Charge Trump for the Stormy Daniels Payment

The Justice Department has a longstanding policy that it will not file or accuse a sitting president of a crime. In theory, if the Justice Department had felt Trump had committed a crime in the course of the Stormy Daniels payment, when they first looked at this, he was still president. Once Trump stopped being the president, the Justice Department could have re-examined the issue and decide whether to charge him with anything. And it chose not to.
