The cost of getting a large satellite into space has always been astronomical. You couldn't get square kilometers of solar panels into space on a rocket. And you would need astronauts in space to assemble it. New entrance into the launch market like SpaceX have just changed things because they have introduced reusable rockets and that has reduced costs phenomenally.
