The Budget for Safe Transport

Jeremy Hunt's frozen the fuel duty. Hooray! That's what we needed, right? Must have been a tough choice between that and relaxing safety regulations on live animal circuses. Concerns raised though that this will do nothing to deter parents from purchasing two tons of metal to transport a two stone child. Without SUV headlights coming towards me, how would my retinas burn to dust every twilight?
