As caesar's son, caesarian did pose a potential threat to octavian. With the death of caesarian, there was no one to stand in octavian's way whatsoever. So he effectively annexes egypt for himself. It's taken as his personal fiefdom,. more or less. He gave them over to his sister, antony's former wife, who raised them. Octavia raised the children that her ex husband had had with cleopatra. They were paraded around rome in his triumph. And then in one final act of, i don't even know what, cruelty, or pragmatism, or just straight up weirdness
