There is immense international interest and equity at this point in time. But there is just intense resistance, you know, largely on the part of entrenched, militariest interest in the united states. There was a concern that when the united states invaded panama in 89, trite to get norega, that this would be used as a, well, panama can’t maintain its stability rit what will happen with the canal? That was not the case, but what it revealed was that there was this constant concern that the us might somehow change its mind because of the gradual nature in which this handing over took place.
