Is Putin's Nuke a Threat to National Security?
I'm pretty skeptical on that score. I think it is definitely... Please be honest. It's harder than having a red button on your desk that you just press, but it doesn't have that many intervening measures from my point of view. You cannot bank on the fact that somebody in within the military administration is going to refuse an order. They have a high amount of redundancy. So typically if somebody refuses an order in that system, they'll find somebody who will follow through afterwards.
