Journalists tend to zero in on two sides, but even though it's much more messy than that. Some of this is because a lot of these important policy details and knowledge of scientific consensus where it exists just doesn't make it into news stories. A second point is that it really doesn't sell articles to put in a lot of policy detail or virtually any policy detail. So you get really superficial news about specific events like a bill's passed and the like. You get a story structured around explaining that event at the time, but not giving the context over time.
