The Soviets' Response to the Cold War
In 83 in November of 83 the Soviets had implemented civil defense measures that they didn't even implement during the Cuban initial crisis. They were routinely having factories office workers schools evacuate and run nuclear warfare drills go to their fallout shelters. There is some historical memory in russia of the 83 crisis that does not exist in the united states so anyway i think to really attempt to answer your question yes this is all prelude to building poutins mental furniture.
