Frodo is blind, but he's not paralyzed as well as blinded. He can't do anything right now, so there's no point in trying to even move at this point. Frodo felt his senses reeling and his mind darkening. A vast winged shape passed over the moon like a black cloud. It wheeled and went north, flying at a speed greater than any wind of middle earth.
