The pilot's failure to prepare for an emergency landing in a timely manner, including communicating with air traffic controllers immediately after the emergency about the loss of both engines and the availability of landing sihts. The importance of maintaining a minimum air speed to keep the engine course rotating was not communicated to the pilots in airplane flight manuals. Convene a multi disciplinary panel of operational specialists to study methods to improve stick-up response systems on airplanes. And if warranted establish requirements for stickher equipped airplanes based on findings of this panel.
