How to Overcome Uncertainty in Temporary Organizations
I think part of what you're talking about is they evolve without conscious effort. Accordingly, it's in the best interest for everyone to develop procedures and make these temporary organizations more effective. I think you need to align decision making authority with situational awareness. For those of us who are at a command post, that becomes very difficult. One of the ways to overcome uncertainty is to have trusted officers.
