Oil Spills - What's Happening?

For the last 14 years, there has been an oil spill that's been sort of kept under wraps. Taylor Energy doesn't even really exist anymore. They basically only exist now to deal with the spill. If they drilled, they'd they'd have liability. So I'm sure somebody back in the day. Realize that whoever did the drilling was liable for the spilling and they went. I want to be split these up. But you would think even monetarily the incentive would be to capture this oil. Instead of just letting it destroy the environment.
