In the first few years, there is a provisional people's committee that's established at the national level to coordinate reforms. Within two years, they're actually holding carea's first elections and universal suffrage. By 19 forty eight, 92% of the population is literate - up from 80%. There are 12 thousand schools for retraining crean officers who had served under the japanese. And in a lot of cases, it's the same people who were fighting against people like kimilsung or manchuria.
