The Relationship Between Speech Making and Policy Development

The space between like the anchors launch and the speech, it almost like reminds me of something I feel like I've seen a number of times with Trump in policy. A lot of times it seems like he's like gotten the talking points on Republican issues, but it hasn't like fully like digested them. And one of the reasons policy seems to be moving a bit slower now than it did under Obama is you just have a lot fewer people thinking about like serious proposals that they are trying to move on.
