The key factors in any sort of explore or exploit problem is this question of how much time you feel you have. If I'm committing a bunch of money into test line to use your example and it's going to be locked in for let's say 50 years then it probably makes sense to do a lot more fundamental research. But if I'm just going to be parking my money there for a month or six months or something, then it's more important to just try different things out and commit on the basis of what we already know.
