In 2013, Xi Jinping was not actually president of the PRC. The nuclear test in 2013 was a slap in the face to China and an offense. So fast forward to 2017, fire and fury. You had the sixth nuclear test. There was no real change until March 8, 2018. And that's when you saw a race by Xi Jinping to meet with Kim before Donald Trump did. He had at least two meetings before the Singapore summit. This was really a test of wills about whether Kim and North Korea were in fact the vassal state or the subservient.
