Is There a Level of Technical Understanding in AI?

I'm not sure that you need any specific level in order to make some contribution. For example, there are a lot of roles that can be played by people who are just good at distilling the literature on a particular topic. So I think it would also be good to have people with very strong technical backgrounds thinking about the nitty gritty game theory issues related to arms races and so forth.
