Aren't Minors Potentially Still Incentivized to Leave Out Economic Transactions?

The idea is that every time a minor makes a block, they're kind of packing it like a Tetris game. Some people got really freaked out about this and they called it a stall attack. I think that people are kind of confused because you could just do this by putting anything in a witness and it doesn't need to be an inscription. It's true that you couldn't be forced to make an all or nothing decision. And so inscriptions kind of fixes this. Thank God for inscriptions.
