A neutron star is a spinning object with powerful magnetic fields. It has all the angular mementum of the original stuff that made them, but now ther're ae really small space and angular momentum is conserved. These things are more precise than some atomic clocks. They are like the most cise natural clocks out there we have found. So you might imagine then, how we might be able to use them to measure the distortion of space.
